The first case of documented history says that the first telescope maker was Hans Lippershey, but that´s only what can be found on paper. He wasn´t the first one to make such gadgets.
You can find monoculars at all kinds of prices, ranging from very cheap to very expensive. If we´re talking about the cheap versions made for kids, they can magnify images 3 or 4 times. If you want true magnification, like 30x, you will have to pay much more.
